It's a multifunctional punch, to make stiltto of the papers before binding.

1), adjustable width between the hole and the side of the book or paper:

    diagonal width: 6-10mm

    parallel width: 6-20mm

2), position of the hole:

     diagonal distance: 20mm

     parallel distance:take  15" paper for example, 80mm, two holes,
